OBSERVATIONS FACTORS
When Approaching a Scene
  • Time of day (wearing work clothes or night clothes at 3am)
  • Weather and natural hazards (inclement weather delays response times)
  • Man-made barriers (delay fire fighting efforts)
  • People leaving the scene
Upon Arrival
  • Time of arrival & extent of fire (questions reporting party about extent of fire prior to arrival)
  • Wind direction & velocity (natural path of fire spread)
  • Doors or windows locked/unlocked (forcible entry?, windows covered?)
  • Location of fire (separate, seemingly unconnected?)
  • Containers or cans (used to transport accelerants)
  • Burglary tools (found in unusual places)
  • Familiar faces (habitual firesetters)
During Fire Fighting
  • Unusual odors
  • Abnormal fire behavior when water is applied (flashbacks, reignition, rekindles)
  • Obstacles hindering fire fighting (doors tied shut, hallways blocked)
  • Incendiary devices (usually leave evidence of their existence)
  • Trailer (combustible material such as rolled rags, blankets, newspapers, or ignitable liquid to spread fire from one point to another
  • Structural alterations (removal of plaster, holes made in ceilings, walls, and floors)
  • Fire patterns (note irregular burning/charring)
  • Heat intensity & heat release rate (use of accelerants?)
  • Availability of documents (sudden production of insurance papers suggest premeditation)
  • Fire detection & protection systems (tampering or disabled)
  • Intrusion alarms (disabled?)
  • Location of fire (not ignition sources)
  • Personal items present or missing (shortage of clothing, furnishings, appliances, food)
  • Household items (major items removed or replaced with junk)
  • Equipment or inventory (obsolete equipment/inventory)
  • Business records (left unsecured and endangered by fire)
